Legislation NEW do not delete

Legislation involving pregnancy and infant loss is needed for many different reasons.  Some of these reasons include but are not limited to:

Legislation is divided into two categories: state legislation and federal legislation.  State legislation impacts only the residents of a state whereas federal legislation impacts everyone in the United States.

Federal Legislation

Star Legacy Foundation proudly endorses the following pieces of national legislation:

The Stillbirth Health Improvement and Education (SHINE) for Autumn Act will focus on preventing stillbirths through enhanced data collection, research, education, and awareness and is the beginning of a longer-term solution to reducing stillbirth rates.  Read more about this bill and ways to get involved by clicking the link above.

The Maternal and Child Health Stillbirth Prevention Act is a piece of legislation that would add stillbirth and stillbirth prevention to Title V of the Social Security Act.  To read more about the bill and how to get involved, visit the link above.

The Black Maternal Health Momnibus Act includes 13 individual bills that focus on moms’ lives and address every driver of maternal mortality, morbidity, and disparities in the United States.  Read more about this act by clicking the link above.

State legislation often falls into the following categories.  Be sure to look up information that pertains to your particular state.  You can find your state members by searching Google for: [STATE] Assembly and [STATE] Senate

Certificate of Stillbirth Legislation

Many states already have either a Certificate of Stillbirth or a Certificate of Birth Resulting in Stillbirth.  Please visit our Certificate of Stillbirth webpage for information.

Tax Credits/Tax Deductions Legislation

Some states have already enacted legislation that allows families to claim tax credits and deductions for stillborn babies.  Please visit the website below to see if your state offers this.

The following states currently have legislation for tax credits or tax deductions for families of stillborn babies.  Please consider reaching out to your elected officials to ask them for their support.  It is helpful to include the bill numbers when writing to your state Assemblymembers and state Senators.

Paid Family Leave Legislation

Some states have already enacted legislation that includes families of stillborn babies to utilize this program.  This includes Connecticut and Minnesota.

The following states currently have legislation for paid family leave for families of stillborn babies.  Please consider reaching out to your elected officials to ask them for their support.  It is helpful to include the bill numbers when writing to your state Assemblymembers and state Senators.
